JAPANESE ATTACK U.S.S. PANAY IN 1937 The USS Panay was a small river gunboat built to patrol the Yangtze River. The Panay was evacuating American officials and civilians from Nanking when they were attacked by Japanese warplanes on Dec. 11, 1937.
