U.N. ASSEMBLY OPENS The 18th session of the United Nations General Assembly opens on a note of optimism as representatives of 111 member nations meet to elect a new President for the coming year. The optimism is based on the nuclear test ban treaty and Dr. Carlos Sosa Rodriquez of Venezuela receives all of the votes cast and takes over as Assembly President.
