9/11 COMMISSION REPORT - 2004 - CO-CHAIR LEE HAMILTON SPEAKS The co-chair of the commission appointed to investigate the events allowing the 9/11 terrorist attacks on the World Trade Center and the Pentagon states, "The critical theme that emerged throughout our enquiry was the difficulty of answering the queston who is in charge."
