In 1967, African American Wharlest Jackson received a promotion previously offered only to whites. He was killed in a car bomb three weeks later. An unidentified police official remarks "that maybe we will come up with something that we can solve this thing." An unidentified black man says that "the whites don't want to see Negroes lift themselves up by their own bootstraps."
