HYDROFOIL ON VOLGA Russian engineers run a radical craft down the Volga River--no doubt startling the legendary boatman. It runs almost completely out of the water, on hydrofoils, at speeds of 50 m.p.h. Big enough to carry 150 passengers, "The Meteor" is a local sensation.
