9/11 COMMISSION REPORT - 2004 - CO-CHAIR LEE HAMILTON SPEAKS The co-chair of the commission appointed to investigate the events allowing the 9/11 terrorist attacks on the World Trade Center and the Pentagon states, "The critical theme that emerged throughout our enquiry was the difficulty of answering the queston who is in charge." The Commission's 2004 report was critical of U.S. intelligence agencies who failed to act on leads that could have prevented the attacks.
