In West Germany, President Ronald Reagan and First Lady Nancy Reagan visit the Bergen-Belsen concentration camp memorial and the Bitburg cemetery. Protesters gather at Bitburg to ask Reagan not to visit due to the presence of Waffen SS graves at the cemetery. In a following speech, Reagan states he does not believe in collective guilt.
